In this piece, the National Council on Teacher Quality (NCTQ) looks at the merits and challenges of using student performance data to evaluate teacher preparation programs. The report presents six core design principles for evaluating these programs, based upon three teacher prep data models in Louisiana, North Carolina, and Tennessee. In general, the aim should be to develop an accountability system for teacher preparation programs, based upon the effectiveness of their graduates.
