This paper by Education Resource Strategies (ERS) discusses the implications of California’s new education funding formula. In addition to adding funding, the formula seeks to change the way funds are allocated, making the system more fair, transparent, and flexible. The new formula provides baseline funding, then adds supplemental funding for needier students and communities. It replaces the old, complex funding system with a formula that is clear. And it grants districts greater discretion over allocation by wrapping the cost of former categorical programs into the baseline grants. Essentially, the new California law has given districts an opportunity to reinvent their funding systems.
