This report by the Brown Center on Education Policy at Brookings examines the implementation of the new teacher evaluation systems in four urban school districts in America. The study finds that, despite all the attention that has been given to the assessment component of evaluations, we should really be focusing on observations–where there is a lot of opportunity to improve evaluation systems.
