In this publication, researchers at the Education Trust offer a guide for building effective state-level action plans for improving public education. Acknowledging that most human resources decisions are made at the district- and school-levels, the report provides recommendations for state governance, divided into three areas: (1) analyze data in ways that build understanding and urgency; (2) disseminate results to build stakeholder buy-in and connect identified gaps to underlying root causes; and (3) create policies to spur action and progress.
