Delaware’s Partnership Zone: School Turnaround Governance Highlights

This publication by the Reform Support Network provides an overview of Delaware’s Partnership Zone, a network of the state’s persistently low-performing schools that was created as a result of Race to the Top. Schools within this statewide network receive financial and logistical support from a newly created School Turnaround Unit, as well as community partners, in order to implement self-selected models for intervention and produce sustainable gains in student achievement.

Since 2014, nine schools have improved enough to exit the Partnership Zone, an early indication that this model may be effective.
